Yes, as long as you are not or have not been employed by the Commissary.   Income from employers or former employers doesn't count for QBI purposes.  

Since you don't receive a 1099, this income is reported as ''Other Income from Self-Employment, not on a 1099''.   It is treated exactly like it would be if it were reported on a 1099-MISC.
