If I have 2 States in box 16, should the total amount in that box should be the same as the total in box 1?

Not necessarily. 

If the total of box 16 is greater than box 1, then your payroll provider believes that a second state has a claim on a portion of or all of your taxable income.  It may be correct.

Please contact your employer or payroll provider to find out why this is the case.
