My husband and I moved from Florida to Illinois in March 2024. His W2 reflects our old FL address, and he has not had IL states taxes deducted from his pay for the last (almost) year now. The address was never updated with payroll. Should he have checked his paystub? Yes. But we're past that now and attempting to file jointly. His workplace (thus far) has been uncooperative - is it on them to issue a W2-C? I understand we will owe those IL state taxes, but I'm not sure whether to file as-is or wait for a correction that may not be coming. Thanks in advance.

You already recognize that you owe Illinois taxes. Just go ahead and pay them, and make sure that Illinois withholding is done for current paycheck (year 2025).
If his employer says that your husband did not notify them properly or in a timely manner of this move, then you are fighting a losing battle.
You see, when the employer publishes the W-2, it means that they have already sent the withholding to the (wrong) state. In your case, if I understand you, the employer didn't do any withholding at all (Florida not having an individual income tax). So the employer doesn't have any money to send to Illinois, not having withheld it from your husband's pay checks over the last year.
