I received a W2 from a lawsuit settlement that only has data in boxes a, bMy W2 has data in boxes 1, b, c, 14 and 15. Turbo tax is not allowing a blank box 1, so I put $0 there. Box 14 is just "CA SDI $x.xx" and box 15 is "CA xxxxxxxx". Whenever I fill in box 15 in TurboTax by picking "California" and typing in the state ID, it erases the fields. How do I enter this information properly?

If there is no state income or state income tax on the W-2, boxes 16 and 17, you can leave the state name and employer ID blank. If you include them, TurboTax will expect entries in box 16 and/or 17.
@MonikaK1But isn't the state ID needed for box 14 containing "CA SDI"?
