I wanted to know how much federal withholding (W-4) I should consider for 2025 with 2 dependents and spouse not currently working?

That would depend on your income, credits and deductions. You will have to work through the W-4 form steps 1 and 3 (assuming you only have one job) to determine the correct tax to withhold from your pay.
