I can't figure out how to upgrade so I can get a copy of my 2017 return

You will not be able to upgrade to the Plus edition for tax year 2018 since the TurboTax online editions for 2018 have closed to make way for the 2019 online editions.  Once the 2019 online editions become available in December, at that time you can start a 2019 return and upgrade to Plus.

You can also get free transcripts of your federal return from the IRS - http://www.irs.gov/Individuals/Get-Transcript

Or contact TurboTax support during business hours and see if there are any other options available for accessing a prior year online tax return.

It doesn't cost anything to efile.  You can efile from all versions. Why do you need to upgrade?  Does it say you need to mail?

If you haven't mailed it yet you can try to switch to efile.

Click on Add a State to let you back into your retun.

My 2019 tax return needs to be e-file. I am quarantined 80 years old . No printer will pay fo e-file

As I said there is no charge to efile.  Efiling is free.  Are you using the Online version or the Desktop program installed on your computer?
