Unfortunately, you have no choice but to print, sign and mail your mother's tax return to the IRS.
This is an inconvenience, obviously, but your mother's SSN was locked by the IRS so that no one could use it to fraudulently eFile a return using her identity data. This was a recurring problem with the identities of deceased taxpayers until the IRS put this "lock" into place.
If a refund is coming, then an IRS Form 1310 will need to be attached to the return. Please read the instructions included with the form carefully.
