I made a little over 20k in unemployment. Was owed by the state and I owed federal. Will I receive my state refund or will they deduct from my federal. Do I qualify for the 2nd Golden State stimulus

Your state refund will be handled separately from your federal tax balance due. The states and the IRS do not interact in this way.
