Once you hit the 2,000 transaction limit or a basis total over 21,474,836.47, then you must enter manually. You can manually type in a summary of one or all 1099-B forms. You can enter 4 lines and cover the form(s).
Enter the totals for each:
When you enter summary data only, you are required to send a copy of your 1099B to the IRS. Once you submit your electronic copy, TurboTax prints out a cover letter and instructions on where to send a copy of your 1099B.
Here's where you enter your 1099-B in TurboTax:

Yesterday I completed my TurboTax entries & clicked “e-file”. Like your case, mine failed to transmit. I tried several times & got the same results. I decided to quit & try today with the probability that I would need to use the short-form work-around.
Today when I launched TurboTax there were updates, which I installed & relaunched. This time the e-file transmitted successfully.
I’m using TT Premier on an iMac.
Good luck asking for a return. I paid $270 for all the services, got to the point of actually submitting the forms and found out I didn’t have the proper forms. They did not allow me to file. Had to go in person elsewhere. Spoke with a supervisor named Madison after a half hour of being told they couldn’t refund me. Madison told me to wait for the charge to no longer be pending and call back and speak with a supervisor. This was Friday. Called back this morning and they made me fill out a form for refund that kept crashing. Had them send me another link, which worked. And then this evening was notified that the refund was declined. Madison (supervisor) assured me that once the charge was no longer pending, I could call back and be refunded very quickly and easily.
If you're getting the 'Unable to Transmit' error, here's How to Turn Off Anti-Virus Programs. It's a connectivity issue.
If you're using TurboTax Online, clear your Cache and Cookies first.
