2-18-24: I have read the previous posts. Installing 2023 TurboTax Deluxe in Windows 11 environment. Turned off anti-virus. Turned off Microsoft system protection. I can accept apps from Anywhere. Ran as administrator. It will start, I'll get the message "Do you want to allow the app to make changes to your device?" I click yes. Starts to extract for about a second or two, then nothing. Have done this with the CD and a downloaded version. Any other suggestions? TIA

After 3 hours on the phone with Atwannette and then an hour with her supervisor Unique, we figured it out. My Windows Installer service had been turned off and I had to manually turn it back on by typing "service" in the search bar on the bottom of the screen and scrolling down to Windows Installer. Right Click then turn on.
We finally figured it out after getting a 193 error for the Glance Guest download.
PS Also uninstalled 2022
