started a partnership LLC in december 2022 with some income and start up expenses. Do i still need to file a 1065 for 2022 or is there an option to carry those expenses into 2023 filing?

Yes, you do need to file a 1065 for 2022 because you had some income.
If you only had start up expenses, you could wait until 2023 to file your first 1065. Because you have some income from your partnership, you must file a Form 1065. Click here for more information.
Your Form 1065 is due March 15 if your year ends December 31, 2022. You can file Form 7004 on or before March 15 to get an automatic six month extension. Click here for more information.

ok thank you. If I am in NC , would I just need to file the annual report form? no state 1065 needed?
You will need to file the NC version of the Form 1065, which is NC D-403. When you use TurboTax Business to file the Form 1065 the software will ask if you want to add the correct NC forms based on your entries for your business activities.
