Turtotax with different state download

I have installed the turbotax with free Maryland state download, can my mom install the turbotax (with the same product key) with free Virginia state download?

The license for the TurboTax software only allows you to install the software on up to 5 computers that you personally own.  It cannot be installed on someone else's computer.

Thee is only one free state program download included with the Deluxe or higher desktop editions.  If a different state program is also needed then there is a current charge of $40.
