Turbo Tax prints out estimated tax vouchers for every tax return if you did not have enough withheld in the current tax year. Many things can affect your taxes (life changes such as marriage, divorce, change in job, eligibility for certain tax credits etc.) and every circumstance can not be anticipated.
TurboTax bases the need for estimated quarterly taxes on your current tax year.
They automatically include four quarterly 1040-ES vouchers with your printout if you didn't withhold or pay enough tax this year. TurboTax does this to head off a possible underpayment penalty on next year's taxes. You may get these vouchers if you're self-employed or had an uncharacteristic spike in your income this year.

I am still upset/surprised that the TT program walk-through never once mentioned I had a penalty! I only happened to read the "letter" they attached to the final preview of your taxes at the end and saw the penalty. I looked back at last year and apparently I had a penalty then too - never mentioned by the program. Shouldn't a program bring this to our attention - "hey you had a penalty so next year you need to adjust or withhold more"!? These penalties could have gone on for years. I used to sign TT's praises and have used it for many, many years - I now have much less confidence in it.
