I am an expat living out of the country, and so I am not able to e-file. The only option I had was for mailing, and there was an option for TurboTax to mail for me. I selected this option, but it has been 7 days, and there is still no indication that it has been mailed. Is there a representative I can speak to about when the return will be mailed out?

Sorry--you misunderstood. TurboTax NEVER mails a tax return for you. If you are filing by mail, you have to print the return, sign and date the Form 1040 yourself in ink, and mail it yourself.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
As @ xmasbaby0 mentioned above, TurboTax does not mail it for you. You would have to do it. However, if mail service from your country is suboptimal, another option for filing from out of country is to use a private delivery service (FedEx, UPS, or DHL Express), if those are available in your country. I don't know what the rates are, but it could be expensive depending on what level is chosen. If you decide to do that, you have to do it yourself; TurboTax does not do it.
NOTE: When using a private delivery service, it's required to use the special IRS street address for such deliveries (see first link below). If you do that, be sure to use a delivery service product that has tracking and get a receipt showing the date it was sent.
When filing from outside the USA, filers choosing to send by private delivery service use the Austin TX street address for the delivery.
