turbotax keeps telling me an error message and can't efile with nys

I am trying to efile my NYS taxes and an error message pops up stating that " nys witholding on line 14a can't be greater than or equal to gross distribution for that specific 1099R. My box 1 has $12,000 listed as gross distribution and $600 witholding on line 14

Why am I getting this error message? is this a bug in Turbotax?
