You could try logging out of the program, and clearing your cache and cookies to see if that helps with connecting to Vanguard.

Also, make sure that all updates have been run for your TurboTax program.

Make sure you transactions do not exceed 10,000 and that your import file size is less than 4MB. If you are close to those limits, the system will timeout and give you an error message.

It may be easier just to download PDF files from Vanguard and import those into TT.
The TT import function was not working at all for mutual fund accounts, and was finicky importing brokerage account data.
The document ID MUST be put in without space and you MUST capitalize the letters, at least that's what worked for me.
The root cause is Turbotax does not prompt for Vanguard username and password. The first prompt from turbotax is Account number and Document number, should be username and password. Very disappointed in the product this year.
They stopped doing that last year.
