IF the .tax2017 datafile is on a portable device/USB Flash/CD/DVD, then you need to copy it to your Hard Drive first:

I get the same problem but it is not related to a tax file. I get Error: 117 on starting a clean copy of TurboTax 2017 with no tax files available.

If windows 7 or higher OS (and not a MAC) IF you've already installed TTX.  Instead of trying to s tart it up, download and run the manual update first...Just in case it is an issue with the initial installation:

TurboTax 2017 won't start. Get error 117

I tried calling support and they could not find my number even though it is listed on my profile.  This is not related to a return.  The program will not run even after a repair failed and uninstalled and installed clean.

I get this same error for TTX Business 2017 and TTX Deluxe 2017.  It appears immediately after startup.

TurboTax 2017 won't start. Get error 117

Well, if they can't help...not sure anyone here can help you beyond that..
BUT

1) You cannot start it by clicking on a tax file...neither double-clicking on a .taxyyyy datafile, nor by rt-clicking and using "Open" from the pop-up screen.  You have to run the TTX program first.

2) Un-install entirely and re-install. BUT, make absolutely sure you are NOT using a Compatibility Mode installation for the software.  (OK maybe compatibility for Windows 7 would be OK, but not for Win XP or lower)

or
3)  Forcefully uninstall and re-install...again, do NOT use compatibility mode.  A forceful Uninstall may remove files for both "Business" and the other Personal edition....but it doesn't remove your existing datafiles :

But if you TTX "Business" software and your TTX Personal (Deluxe, or Premier or H&B), neither of them work, then that may indicate some disk/system corruption you'll need to deal with, either troubleshooting yourself some at a local Computer store.

That's all I got.

Thanks for the feedback.  The desktop is running fine related to all other applications.  Both versions ran fine when I filed my extension and started today, before this, and indicated an update and installed the update.  Then when it started after the update it fails with the 117.  I even moved all of my returns to another HD and when TTX starts you can see in the background it will allow you to create a new one except for the 117 error which you have to dismiss and the application ends.

I have same problem. TTX 2013-2016 Business and Personal run correctly. TTX 2017 Business and Personal do not. I get 117 error described above on both. Clean reinstalled copies with no tax files. Running Windows 10 Pro.

TurboTax 2017 won't start. Get error 117

I have TTX 2016 Home & Business on the same desktop (Win 10 Pro) and it starts with no issues.  I bought Deluxe and Business as this year I had to create K-1 for my LLC.  At the moment I only installed TTX 2017 Deluxe and it fails with 117.

TurboTax 2017 won't start. Get error 117

I followed the force uninstall setup.exe /u /I and clicked on uninstall.  I then installed from the CD.  Interesting thing, though maybe not important, after the update I get the msgbox that it is going to restart TTX and it does not appear to start.

TurboTax 2017 won't start. Get error 117

....that may or may not be important.  For some reason, the restart (that doesn't actually happen), the auto-restart works on some systems, and doesn't on others with the exact same Windows OS .  Some of the Superusers complain about it, other's don't have the problem.  But it works normally for all of them otherwise.

Probably important to let the system sit for 15 minutes before attempting to start yourself, just in case something important is going on in the background.  Shouldn't take that long, but.....
