Turbo tax computed a negative taxable income for Virgina state and no tax due. Is this correct and does he even need to file?
His total income was low, and he is still our dependent.

No, your son does not need to file if there is no tax due or refund.
As your Dependent, your son would not need to file a VA Tax Return unless his income exceeds $3,930. However, he would want to file a VA Return if he had VA taxes withheld so that he could get them refunded.
