TT prints file by omitting many important lines

I've discovered TT often times skipped many lines when creating a pdf file. One example,

Form 4797, page 1, it skips 9a, 9b, and 9c (only prints the first few lines of Section 9). You can try by Print Active Form and it's very obvious. This kind of problem appears all over the places...
