trying to run state taxes.

Was told that this year I had to pay after the first filing of a state tax form, so i purchased one. Got the receipt, and in turbo tax it asks if i want ot start then passes me through the retarded little pop ups telling me the process and that it needs to save my return. Just keeps doing that over and over. So the email i received with my receipt said to download and install the state form, so i did. Still the same thing. Anybody know the solution to this?
