My return was rejected on 3/28/25 for an issue with Joint Occupancy on Form 5695. I see now that the issue is fixed according to the IRS website, but I still can't submit my fixed return. On the turboTax if I click "fix my rejected" I only have the option of submitting my state, and if I do that the process errors out saying the state return needs to be linked to a federal return.
If I try to mail file instead of e-file, I see that my federal return there says pending still despite the tax home saying rejected. Do I just need to keep waiting for my federal to be fully rejected? Or is something else amiss?

I would give it a couple more days and refile.
The IRS updated the system this week to start accepting e-filed tax returns with Form 5695 Joint Occupancy. However, a processing problem still exists. To ensure the accuracy of tax returns, TurboTax is working hard to eliminate the issue. The expected resolution date is April 4, 2025. On or after that date, please log back into your TurboTax account, fix any error messages and e-file your tax return.
There is also an option to print and mail your return. If the special rule for joint occupants applies to you, please make sure that the box on line 32a of Form 5695 is checked. Then attach a statement to your printed return that explains how the special rule applies to your situation.
This statement should include:
TurboTax does not automatically generate this statement, so you will need to create it yourself. Make sure to include this statement when you mail your tax return to the IRS.
Here is a possible template that you can use:
Statement for Special Rule for Joint Occupants
Taxpayer Name: [Your Full Name]
Taxpayer Identification Number: [Your SSN or ITIN]
Tax Year: [Year]
Names and Social Security Numbers of Joint Occupants:
[Full Name of Joint Occupant 1], [SSN of Joint Occupant 1]
[Full Name of Joint Occupant 2], [SSN of Joint Occupant 2]
(Include additional names and SSNs if applicable.
Description of Property and Improvements:
The property is located at [Property Address]. During the tax year, the following energy-efficient improvements were made to the property:
[Description of Improvement 1] (e.g., installation of solar panels, energy-efficient windows, etc.)
[Description of Improvement 2] (if applicable).
Explanation of Cost Sharing:
The total cost of the qualified energy-efficient improvements was $[Total Cost]. The costs were shared among the joint occupants as follows:
[Your Full Name]: $[Amount Paid by You]
[Joint Occupant 1's Full Name]: $[Amount Paid by Joint Occupant 1]
[Joint Occupant 2's Full Name]: $[Amount Paid by Joint Occupant 2]
Based on these contributions, I am claiming my allocable share of the energy-efficient home improvement credit. My share was calculated as follows:
Credit Allocable to Me = (Credit Limit for Property) × (Amount Paid by Me / Total Amount Paid by All Occupants)
Thank you for the response!
I have attempted to resolve the issue again this morning (4/4/2025) but my federal return is still in limbo, so when I try to file my return the process fails. How long does this PENDING usually take to clear?
Can you open your return, run both the federal and state check and refile? Let me know if that works.
Does " federal and state check" refer to the "federal review" and "state review"? Or something else on the website?
If I hit the "fix my return", and continue to filing, I see the following series ending with a "transmission didn't go through":
Yes, Federal Review and State Review. Did you do that prior to retransmitting?
Correct, when I go to do the retransmission I also only get the state option
Ok, give me some time and I will get back to you.
@Random0x42 Can you try doing a manual update and resubmitting? Something is stuck and we're not sure what will "unstick" whatever is stuck. Fingers crossed this will work.
Here are the instructions.
I've been doing my returns via the website, not the desktop program. Where can I get the desktop one, and does it need its own license?
If you are using online let's try this. I bet something is not updating due to the cache.
I opened in incognito, and redid the "federal review" and "state review".
I went to review -> efile and I still have the same "transmission didn't go through" error.
Ok, thanks for hanging in here with us. Let me get back to you.
Thank you, here is a screenshot from my efile details on the portal. Why does the "Received by IRS" state pending if the filing status was changed to rejected?
That's what's weird. I'm not sure. I'm waiting for someone to bet back to me with next steps. Thanks for your patience.
