How am I suppose to add an estimate of payment to the IRS if the taxes have not been started?

Are you expecting a refund or expecting to owe money this year? If you're expecting a refund, then you're set and you can submit the extension with no problem. If you're expecting to owe, you're supposed to pay 90% of the expected liability when you file your extension or risk incurring an additional IRS penalty.
