Can you receive an HCTC for the cost of a BCBS (IL) healthcare plan not obtained through the market place?

To claim the Health Coverage Tax Credit (HCTC) for TAA, alternative TAA, or reemployment TAA benefits, you would have received an official letter from the Department of Labor, your state workforce agency or employment office.

For Pension Benefit Guarantee Corporation (PBGC) eligibility, you must have an official letter from the PBGC about benefits paid, or a copy of your form 1099-R showing you received a benefit paid by the PBGC.  This is found by clicking the link (these agencies) for On Demand Tax Guidance in TurboTax after clicking on Health Coverage Tax Credit.  

If you meet the criteria, you will click on Deductions and Credits, then scroll down to Other Deductions and Credits and click start next to Health Coverage Tax Credit.  

In order to receive the Premium tax credit on your federal return, you must have insurance through the marketplace.

So, yes, this credit is available, if you have an eligibility letter from Department of Labor, PBCG or a couple of other agencies.
