This filing fee has already been paid out of my return. Why are you going to debit my account?

The filing fee was deducted from my tax return in April, but I received an email stating that you would be deducting it from my bank account now....4 weeks later. Why?

This filing fee has already been paid out of my return. Why are you going to debit my account?

Did you receive your IRS refund, or your state refund?  That letter is normally sent if you (a) ask to pay your fees from your refund, and (b) your refund is delayed by the IRS for some reason.  If you did receive your refund and the deduction was processed (plus the $39.99 service charge) that sounds like an accounting mistake or a scam email and you may want to call customer support. <a rel="nofollow" target="_blank" href="https://ttlc.intuit.com/replies/3300041">https://ttlc.intuit.com/replies/3300041</a>

The fee is not withheld from the refund until the IRS releases the refund ... so if the refund has been delayed or denied then TT sends a notice of debit ... this was the arrangement you agreed to even if you didn't read the fine print you had to agree to at least 3 times ...
