They want me to pay my tax fee before I file an extension

Made a grand more than last year.  Instead of getting about 500 dollars they want me to pay a grand.  I filed an extension to figure it out but they want me to pay the grand to file the extension?

No, you needn't make any payment to file for extension. 

The extension does not eliminate late PAYING fees, only late FILING fees, so the program suggests you make a payment, but it is not mandatory.

An extension does not give you extra time to pay your tax due.  It only gives you extra time to prepare your Form 1040 and file it.  You are supposed to pay by April 15.

You can pay any amount with the extension.  You are not required to pay the full amount owed.  But if you do not then you will receive a failure to pay penalty after you file your tax return and pay the taxes owed.
