I have the premium package that says it comes with a free state download, yet I keep getting charged $19.99?

why do i keep getting charged $19.99 for a state download when i have purchased the premium package that comes with a free state download?

The Premier package for desktop does include a state download, you can print and send it in free of charge however it does not include the "E-File" service that is the $19.99 charge you see.  I am including a link on information about the Premier package: https://turbotax.intuit.com/personal-taxes/cd-download/premier.jsp

I've been using Turbotax since it was conceived.  I usually buy TT Deluxe for the free state download, and this year (first time it's happened to me), I was charged for the download.  Not to worry, get a customer rep on the line and get a refund.  I had the link to request the refund in about 4 minutes.  And yes, it shouldn't have been necessary, but at least it was quickly resolved.  So I got that goin for me.   Which is nice.
