I am wondering if I owe state taxes in California if I made $9000 in one year. According to this site, https://www.ftb.ca.gov/forms/2018-California-Tax-Rates-and-Exemptions.shtml#itr, single individuals under age 65 do not have to file if they make less than $17, 693. However, I am confused by what this means, as the tax rate is 1% for the amount between 0 and $8544 and 2% for the amount above $8544 and less than $20, 255. What does it mean to not have to file? Does this mean I do not owe? If so, how do I interpret the tax brackets?

The amounts for 1% and 2% are for the taxable income. The California taxable income would be on form 540 line 19. The Individual Filing requirements are in the screenshot chart.
