The last two steps are grayed out and is saying I have to wait for the IRS to finalized a form. How long will this take? And if I exit turbotax will my info be saved?

You can click My Account in the top right corner and choose Save & Signout to save your return. When you log back in, it will ask if you want to pick up where you left off. 

Depending on which forms you are needing, they may be available now. If not, you will not be able to file until the date the form is showing available.
