The IRS debited my 2019 tax payment twice. What do I do about seeking a refund?

Unfortunately, the IRS is closed & they are not accepting phone calls at this time. The IRS should catch the duplicate payment & issue you a refund. If they don't, then once the IRS opens back up, you can contact them about being charged twice.
