Hi, I have this same problem and when I go into Tax Tools » Tools » Delete a form, the 1099G is not in the list but when I go back to where I left off, the "Unemployment / paid family leave (1099-G)" section of "Your income" continues to say "Not started" and features a Start button. I've gone in there and clicked NO to both questions but it still keeps acting like I have a 1099 when I don't. TIA for your expertise here!
The form is not on the list, because it sounds like the 1099-G has not been entered. Maybe the way one of the opening set of questions was answered prompted the "not started." There are 2 options here. If you have entered everything you need to and are finished with the return, you can begin to submit the tax return. There is a possibility there may be a diagnostic related to the "1099-G" that will stop you from submitting. However, if there is no diagnostic, then you would be good to submit. If you did not enter anything in that section, it wont affect the tax return.
Another option is that you can enter information into that section, so that it generates a form, then delete it.
If you are in the beginning stages of your tax preparation and did not spend a lot of time thus far, you can also clear and start over. Here is a thread detailing how to do that.
