The employer's state ID number is left blank on my husband's W2, but turbotax is saying that I need to enter one.

The employer's state ID number has always been left blank for all of my W2's. Why would it be a problem on my husband's?

If you had State Tax withheld on your W-2 (Box 17), then you need the State ID in Box 15 (two-letter code, like CA for California) and the Employer's State ID in Box 16.

If this applies, and Box 16 is blank, you can enter the Federal ID in this box.

If no State Tax was withheld, you can leave Boxes 15-17 blank in TurboTax (which may have been the case with your W-2's).

Several  states do not have a state income tax.  So these states will not show up in certain drop down lists.   Leave boxes 15, 16, and 17 blank when you enter a W-2 for these states.

Alaska, Florida, Nevada, South Dakota, Tennessee, Texas, Washington and Wyoming
