Was billed $44.99 to file for an additional state. Now it's charging $24.99 to e-file same state. $44.99 was only prep fee not including filing fee? Is this right?

There is a Price to download the State Return and a separate price to e-file your State Return, however, it is free to Print and mail in.

I find their pricing confusing. I paid the 44.99, then when it asked for another $25, that is misleading, and in my opinion, it's a rip off!! If you pay an extra $45 for the download, it should include the efile. I find this deceptive.
