My daughter has two jobs where they withhold taxes, she gets W-2. But she still got vouchers with estimated tax payments. Why? Does she have to pay them?

She does not have to pay them. There is no requirement except for the chance of an underpayment penalty. If she had 1099 income in 2018, that could be the reason TurboTax created the vouchers.

She didn't have 1099. Only two W-2.

Not sure why they created then. The only threat of an underpayment penalty (which is not a severe penalty anyway), it is she owes more than $1,000 in taxes and did not pay at least 90% of tax owed. I can't see that being the case. I would disregard.
