I just want to file my state taxes. When I try to file through TurboTax, it just offers a link that sends me to this forum. How can I file state taxes through TurboTax?

If you have not filed a Federal return with TurboTax, then you cannot just file a State return.

The TurboTax state program is designed to transfer information from your federal return. For this reason, TurboTax state isn't sold as a standalone tax-preparation product.

You can use TurboTax to prepare and file your federal return without your state—but not the other way around.

If you already filed your federal return outside of TurboTax and just need to do your state, you can either:

1. Contact your State Department of Revenue or visit their website to use their tax-filing service or download and print out their tax forms, or
2. Re-create your federal return in the TurboTax software or TurboTax Online without filing it so you can prepare and file your state return using TurboTax
   • You'll need to print and mail your state return, as state returns can't be e-filed on their own

The first option is free; the second option requires paying for both federal and state returns, even though you won't be filing your federal.

Turbo Tax will not let me file my federal taxes until I file state taxes, but when I try to file state taxes, I am only presented with a link that sends me to this forum, which has been useless thus far. Can I file state taxes, in addition to federal taxes, through Turbo Tax, or not? If so, please give me a link to do so.

Sorry the answer is useless, but your post suggested you were trying to file a State return only, no mention of you doing a Federal return.  Most of us here are volunteers who have been helping for decades, we don't work for TurboTax. 

The program works that you have to file a Federal return with your State return, or file a State return after your Federal return has been accepted.  You cannot file a State return before a Federal return.

When you go through the File section, it will ask what returns do you want to e-file, select Federal and then select State.  Then you should be able to e-file both returns at the same time.
