Tax Filing / Reporting to foreign consultants

As a small business, we use independent contractors in Colombia, the Philippines, France, and Canada for graphic design and language translation. Do we need to pay or withhold US taxes for any of them if they have filed a W8-BEN with us? They do not do any work in the US.

No, if the foreign contractor files W8-BEN and shows they are exempt from tax withholding, you needn't withhold nor pay taxes on those payments.
