Haven't received W2 is it possible for my former employer who will not return calls &hasn't mailed W2s to other former employees to file for extension to mailW2after1/31?

Take a look at the following TurboTax articles for some advice about what to do when you have not received your W-2.  You should not need to file an extension because you have not received your W-2, but that can be an option if necessary.
