Try a couple of things ... first make sure your OS is up to date. Then clear your cookies and/or use a different browser.
Tried clearing data to help get through Personal Income from step 3 to step 4. This did not work for me.
Try deleting the 1099-Div form through Tax Tools, log out, clear your browser cache and cookies, log back in, add the 1099-Div Form.
While in your return in TurboTax:

If that doesn't work, go back into Tax Tools and delete everything with Sch B. This will require you to re-enter all interest and dividends 1099s.
