If I received a stipend of 1,600 dollars as a sixteen year old from a high school training program (and this was my only individual income)  as a dependent, do I have to file taxes? Is the stipend considered unearned income or earned? I sort of worked during the program (I performed data entries and small tasks), but overall it probably benefited me more than them.

It depends.

Your stipend income sounds like it was earned as part of an active work or business activity as you were performing routine business activities to earn this income.  As such, it would be considered earned income.

What is earned income?

In regards to having a filing requirement, as you are a dependent, assuming you are single, you would not have to file a tax return as your gross income is below the filing threshold of $12,200.
