Step by Step unavailable

I just updated turbotax and it will only let me use it in forms mode.  Step-by-step is unavailable.  Any idea what is creating the problem?  If so, how do you fix it?

When you continue a return does it start in Forms Mode and then you cannot switch out of it (using the icon at the top right side of the screen)?

Also, if you start a new return (as a test return), do you see the same behavior?
