We are unable to reproduce this experience in TurboTax Premier Desktop. Please open your return and click Online in the top menu (black bar). Then choose Check for Updates. This will force TurboTax to install any recently released updates. Restart TurboTax, open your return, and check if Step-by-Step is working now.
If this doesn't resolve the issue, you may need to reinstall TurboTax from your downloaded installation file. Then run updates again.
