I had VA taxes taken out of my paycheck but my job states on my W2 they shifted it to MS wages and taxes since I didn't have a tax liability in VA. The amount of taxes taken out for VA was roughly $500 and for MS they put $180. I'm not understanding how this works, it seems like I should be returned more of the VA taxes they took out but didn't report on my W2.

If there is a discrepancy between your pay stubs and what you are seeing as reported on your W2 by your employer, then you should definitely check with VA State Dept. of Revenue (Division of Taxation) and explain the situation. Your best bet is to use their web site as on site workers are scarce right now everywhere. If you choose to go your own route, and are able to determine what payroll processing company your employer used, you can get the most accurate information from them as to what all the IRS and the States have been reported to have received. No employer has the legal right to "shift" withholding unless they've moved their location of incorporation or status with the State(s). Please verify that this tax was actually withheld from your pay for VA so that you are sure to be completely understanding the situation at hand.
