State tax refunds are processed by state tax authorities separate from Federal returns. Unless you owe back taxes (many states allow the IRS to offset back taxes against state refunds), your state refund will not be affected by what you owe the Feds. (If you owe for 2016, you don't have to pay the IRS till April 18.)
