I am being charged for a penalty fee of 11 dollars even though I paid my state taxes in full last year. Why?

this can occur even if you fully paid in your state taxes if the payments were not timely or estimates and withholding did not cover enough of your tax so you had a balance due.

there may be a state form 2210 were the penalty is calculated
