No, If you need to file as a US resident (and a Form 1040) because you meet the  substantial presence test and you are considered a US resident for the entire 2017 calendar tax year, then you will not be including Form 8843 (Statement for Exempt Individuals and Individuals with a Medical Condition) which is only included as part of a Form 1040NR filing.
