My fiance wasn't employed for the entire year of 2023 and had no other sources of income (real estate, 401k, stocks, bonds, etc). I planned on claiming him as a dependant since we lived together and I was employed. Will he still need to file his own return even though he has nothing to report?

No. Your fiance doesn't need to file if he has nothing to report.
No. If he has no taxable income to enter then he does not have to file a tax return. If he lived with you for the WHOLE year in 2023, and had less than $4700 of income---not counting Social Security----then he may be your "qualified relative" dependent and you get the $500 credit for other dependents for claiming him. He is not a qualified dependent to let you file as Head of Household.
