Can you clarify if this is for federal itemized deductions, a state issue (which one) or related to something else?

Health insurance premiums are only deductible medical expenses if you pay them out of pocket with after-tax dollars. The premiums you pay for insurance through an employer are almost always deducted from your paycheck pre-tax; since the premiums are already un-taxed, you can't also take a deduction for them.
Awesome! Thank you. I pay for my kids and mine out of pocket. So, those can be used as medical expenses is what it sounds like. I appreciate the quick response.
