No, while some people get all of their withholding refunded, most people who file do not. Your refund is computed based on many things, including your income, your witholding from your W-2s, your filing status and whether or not you have dependents. After all of these things are considered and every deduction is subtracted, if you have any taxable income, you won't get all of your withholding back.
