If turbo tax said my dependent is not a dependent this year. Should that person file itself?

We do not know anything about your possible "former" dependent--you have provided no information. Did they have taxable income? We do not know if you can claim the dependent or not.

If the person can still be claimed as your dependent:

If your dependent has a W-2 for his after-school job, summer job, etc. you do not include the information on your own return. You can still claim your child as a dependent on your own return. He/she can file his own return for a refund of some of his withheld wages (he won’t get back anything for Social Security or Medicare), but MUST indicate on it that he can be claimed as a dependent on someone else’s return. (Supervise this closely or prepare it for him!)
If your dependent’s earnings were over $400 and were reported on a 1099Misc then he must file a return and pay self-employment tax for Social Security and Medicare. You may want to use this version of TT for that:

If they cannot be claimed--due to age, student status, income etc. then it becomes a matter of whether they have a filing requirement:

If she is on my Taxes but not listed but have her school info, should she do her on taxes?
Wait---what do you mean she is on your taxes but not listed? That makes no sense. Either she is your dependent and goes on your return as such or she does not.. it cannot be both.
If you are talking about a child under the age of 17, we could discuss whether there is a Form 8332 that gives one parent the right to get the child tax credit and the other parent the right to claim the child for HOH, earned income and education credits.
But if she is over 16, all bets are off for that.
You cannot get education credits unless you are claiming your child as a dependent. Does she fit the criteria to be your dependent?
WHO CAN I CLAIM AS A DEPENDENT?
You can claim a child, relative, friend, fiance (etc.) as a dependent on your 2019 taxes as long as they meet the following requirements:
Qualifying child
• They are related to you.
• They cannot be claimed as a dependent by someone else.
• They are a U.S. citizen, resident alien, national, or a Canadian or Mexican resident.
• They are not filing a joint return with their spouse.
• They are under the age of 19 (or 24 for full-time students).
• They live with you for more than half the year (exceptions apply).
Qualifying relative
• They don't have to be related to you (despite the name).
• They cannot be claimed as a dependent by someone else.
• They are a U.S. citizen, resident alien, national, or a Canadian or Mexican resident.
• They are not filing a joint return with their spouse.
• They lived with you the entire year.
• They made less than $4200 (not counting Social Security)
• You provided more than half of their financial support. More info
