I have been using Turbotax Deluxe (Online) for years, last year I had technical issues, this year I cannot even get it to start in the browser. No answer in KB.

Several users have reported issues with Chrome (and IE). Try something else: such as Edge or Firefox.
I myself started having trouble with numerous other apps in Chrome, so switched over to Edge. Works fine.
Edge is the only browser I can get to work - Intuit does not care.
