I used these instructions, but no cigars. All that shows up after this, "Split my refund between multiple accounts or U.S. savings bonds. Select Continue and follow the instructions," are three bank routing entries. Nothing for savings bonds.

seems that notice for "2024 filing season" was issued Nov 2023 for 2023 tax year. As of Jan 1 2025 they've stopped doing issuing I-bonds for refunds for 2024 tax year. See this notice from Treasury Direct
